Dr. Markku Suksi is Modeen Professor of Public Law at Åbo Akademi University in Finland. He teaches in the area of constitutional law, administrative law and EU law at Åbo Akademi University, which is a Swedish-language university in the bilingual country.
His production encompasses books such as Finlands statsrätt (Constitutional Law of Finland; 2002), Ålands konstitution (Constitution of the Åland Islands; 2005) and Double Enumeration of Legislative Powers in a Sub-state Context – A Comparison between Canada, Denmark and Finland (2018).
In addition, he has authored several articles and other publications on the legal aspects of bilingualism, including ‘Two National Languages as Languages of Procedure in Finland’ (2025), ‘Legal implications of the constitutional principle of two national languages in Finland: symmetry with the possibility of asymmetry’ (2017), ‘Om tvåspråkighetens juridiska utformning och betydelse i Kanada – med observationer i förhållande till Finland särskilt med tanke på tvåspråkiga kommuner och andra lokala myndigheter’ (On the legal understanding of bilingualism in Canada; 2016) and ‘Implementing Linguistic Rights in Finland through Legal Education in Finnish and Swedish’ (2012).
