Attentifs à la communauté
Ces derniers mois, le Conseil des ministres sur la francophonie canadienne (CMFC) a développé plusieurs collaborations avec des organismes œuvrant dans les secteurs prioritaires de la francophonie canadienne.

Données sur la main-d’œuvre bilingue
Continuant d’avancer dans l’élaboration d’un portrait national des besoins non comblés en matière de main-d’œuvre bilingue à l’extérieur du Québec, le CMFC a organisé, en partenariat avec le service Information sur le marché du travail d’Emploi et Développement social Canada (EDSC), un atelier de travail sur l’identification des besoins le 27 janvier 2022.

Économistes, statisticiens et spécialistes de politiques publiques se sont concertés pour déterminer les voies à suivre afin de procurer aux organismes et aux gouvernements l’information la plus précise possible en matière de main-d’œuvre bilingue. Le Conseil de l’information sur le marché du travail (CIMT) a également contribué à cet exercice.

Un mois plus tard, le 15 décembre 2021, c’est l’Association des collèges et universités de la francophonie canadienne (ACUFC) qui invitait le CMFC à une table ronde dans le cadre de l’atelier «Des établissements au cœur de leurs communautés » organisé par les États généraux sur le postsecondaire en contexte francophone minoritaire. Le CMFC y a exposé le projet initié par ses ministres en matière de main-d’œuvre bilingue : la démarche, les objectifs, les résultats attendus et les possibilités que procure la collaboration intergouvernementale.

Santé mentale
En explorant les collaborations susceptibles de faciliter l’accès aux ressources en français dans le domaine de la santé mentale, le CMFC s’est joint au groupe de travail coordonné par Société Santé en français et la Commission de la santé mentale du Canada. Une première rencontre tenue cet hiver a confirmé la cohérence des travaux du CMFC concernant la mobilité de la main-d’œuvre et les besoins des communautés.

Immigration
Dans le domaine de l’immigration francophone, le CMFC a participé au Comité organisateur du Symposium sur l’immigration francophone tenu virtuellement du 14 au 18 mars 2022. Organisé par la Fédération des communautés francophones et acadienne (FCFA) du Canada, le Symposium rassemble chaque année le milieu universitaire, des experts communautaires et des représentants gouvernementaux.

Promotion de la francophonie canadienne
La promotion de la francophonie canadienne demeure un axe de travail important du CMFC et c’est dans ce cadre qu’une rencontre a eu lieu entre la présidence du Réseau intergouvernemental sur la francophonie canadienne et la direction générale de la FCFA du Canada. Des mécanismes pour échanger sur la collaboration intergouvernementale et les enjeux nationaux ont été établis.

Le 8 mars 2022, le CMFC a organisé un webinaire sur le thème des communications inclusives. En effet, même si le français est une langue qui distingue les genres, ses locutrices et locuteurs sont désormais invités à communiquer de manière inclusive, sans distinction à l’égard du sexe de la personne destinataire. Mais comment s’y retrouver? Si le point médian est fréquent à l’écrit, il existe cependant plusieurs autres façons d’avoir des communications épicènes. Animé par Antonin Rossier-Bisaillon, analyste au Bureau de valorisation de la langue française et de la Francophonie de l’Université de Montréal, le webinaire a présenté un survol des procédés existants pour communiquer inclusivement en français, à l’écrit comme à l’oral.

Communications bilingues en temps de crise
Après avoir produit une capsule vidéo pour promouvoir l’importance des communications bilingues en temps de crise, le CMFC cherche maintenant à élargir la portée de cette initiative en créant un segment pédagogique. Le nouveau module inclurait la capsule vidéo Bilingual communications keep everyone safe and healthy et pourrait s’intégrer à des plans de cours existants offerts par des institutions postsecondaires. Les clientèles visées sont les étudiants en relations publiques et en communication, ou encore les personnes inscrites à des formations offertes par des organisations œuvrant en sécurité civile. Le CMFC a entamé les démarches dans ce sens.

Nouvelles du Bureau de coordination nationale du CMFC
En mars 2022, le Bureau de coordination nationale du CMFC a accueilli une nouvelle employée au poste d’adjointe à la direction générale. Franco-Ontarienne, Roxanne Lormand est diplômée de La Cité collégiale. Son implication au niveau de la francophonie et de sa communauté lui a valu, entre autres, le Prix Jeunesse Thomas-Godefroy remis par l’Association canadienne-française de l’Ontario de Prescott et Russell. L’équipe du CMFC est heureuse de l’accueillir.

Le CMFC souhaite bonne route à Kelly Tabuteau, qui occupait ce poste depuis janvier 2018. La communauté franco-yukonnaise sera chanceuse de continuer à bénéficier de ses nombreux talents.
|
Événement à venir : rencontre annuelle du CMFC
Le gouvernement de la Saskatchewan sera l’hôte de la prochaine rencontre annuelle du CMFC. Les ministres se rencontreront en personne à Regina les 22 et 23 juin 2022. Depuis 2019, ce sera la première occasion qu’ils auront de se retrouver dans une même salle. Les progrès réalisés dans les secteurs prioritaires seront au cœur de leurs discussions.

Todd Goudy, secrétaire législatif responsable des affaires francophones au gouvernement de la Saskatchewan, se réjouit de recevoir ses homologues pour la poursuite des travaux du CMFC, mais aussi de partager avec eux le dynamisme de la communauté fransaskoise.

Le Conseil des ministres sur la francophonie canadienne (CMFC), créé en 1994, est le seul forum intergouvernemental ayant une expertise en francophonie canadienne. Attentive to the community
In recent months, the Ministers’ Council on the Canadian Francophonie (MCCF) has forged a number of collaborations with organizations working in sectors deemed priorities for the Canadian Francophonie.

Data on Bilingual Workforce
Continuing to make progress in developing a national portrait of unmet bilingual workforce needs outside Quebec, the MCCF held, in partnership with the Labour Market Data Service of Employment and Social Development Canada (ESDC), a Needs Identification Workshop on January 27, 2022.

Economists, statisticians and public policy specialists worked together to determine the paths to follow in order to provide organizations and governments with the most accurate bilingual workforce information possible. The Labour Market Information Council (LMIC) also contributed to this exercise.

A month later, on December 15, 2021, the Association des collèges et universités de la francophonie canadienne (ACUFC) invited the MCCF in a round table as part of a workshop on Institutions at the heart of their communities (Des établissements au cœur de leurs communautés), organized by the États généraux sur le postsecondaire en contexte francophone minoritaire. The MCCF presented the bilingual workforce project initiated by its ministers: the approach, the objectives, the expected results and the opportunities afforded by intergovernmental collaboration.

Mental Health
While exploring collaboration opportunities likely to facilitate access to mental health resources in French, the MCCF joined the working group coordinated by Société Santé en français and the Mental Health Commission of Canada. An initial meeting held this winter confirmed the relevance of the MCCF’s research on workforce mobility and the needs of communities.

Immigration
With respect to Francophone immigration, the MCCF was part of the organizing committee for the Symposium on Francophone Immigration held virtually from March 14 to 18, 2022. Organized by the Fédération des communautés francophones et acadienne (FCFA) du Canada, the annual Symposium brings together the academic community, community experts and government representatives.

Promotion of the Canadian Francophonie
Promoting the Canadian Francophonie remains an important area of work for the MCCF, and it is within this framework that a meeting took place between the president of the Intergovernmental Network of the Canadian Francophonie and the director general of the FCFA du Canada. Mechanisms for discussing intergovernmental collaboration and national issues were addressed.

On March 8, 2022, the MCCF held a webinar on gender-neutral communications. While French is a language that makes gender distinctions, its speakers are now encouraged to communicate in an inclusive manner, without differentiating on the basis of the message recipient’s gender. But how do we navigate this? While the interpunct is common in writing, there are, however, a number of other gender-neutral communication methods. Facilitated by Antonin Rossier‑Bisaillon, analyst at the Université de Montréal’s Bureau de valorisation de la langue française et de la Francophonie, the webinar provided an overview of existing methods for communicating inclusively in French, both orally and in writing.

Bilingual Communication in Times of Crisis
After creating a short video to promote the importance of bilingual communications in times of crisis, the MCCF is now looking to expand the reach of this initiative by developing an educational segment. This new module would include the short video Bilingual communications keep everyone safe and healthy and could be included in existing lesson plans offered by post-secondary institutions. The target audiences are public relations and communications students as well as people enrolled in training offered by public safety organizations. The MCCF has begun this process.

News from the MCCF’s National Coordination Office
In March 2022, the MCCF’s National Coordination Office welcomed a new employee as Assistant to the Executive Director. A Franco-Ontarian, Roxanne Lormand is a graduate of La Cité collégiale. Her involvement in the Francophonie and her community has earned her, among other things, the Thomas-Godefroy youth award from the Association canadienne-française de l’Ontario de Prescott et Russell. The MCCF team is pleased to welcome her.

The MCCF wishes the best of luck to Kelly Tabuteau, who has held this position since January 2018. Yukon's Francophone community will be fortunate to continue benefiting from her many talents.

Upcoming Event: MCCF Annual Meeting
The Government of Saskatchewan will host the next MCCF annual meeting. The ministers will meet in person in Regina on June 22 and 23, 2022. This will be their first opportunity to gather in the same room since 2019. The progress made in priority sectors will be at the heart of their discussions.

The Ministers’ Council on the Canadian Francophonie (MCCF), created in 1994, is the only intergovernmental forum with expertise on the Canadian Francophonie.
